from the research I have done in the past, it's purely luck. the winners are those who bet big on the hardways/hop bets/etc and hit them. strategy/skilled players simply don't have enough time to slowly accumulate chips and catch up.

I think the one I did was timed. It wasn't as much fun as I thought it was going to be. I did cash though. Bought in for $50, won $60, lol.

The ones I've been in have been timed. Everybody starts each round with an equal number of chips. Usually at 5 minutes or so to go, they do a rough estimate of how many chips each person has so you know where you stand and who you have to catch. For whatever reason they almost always require a line bet by every player, whether you are the shooter or not. Sometimes there are maximums and sometimes there is no max bet limit.
The dice start in the corner next to the base dealer on the right side of the stick and move like normal (same shooter until 7-out) so there's a good chance you won't even get to touch the dice. They take the top X from each table and move them on to the next round, and at the final table the top Y people finish in the money. The majority of the times the winners I've seen have just dumped as much as possible into the field for a few rolls and doubling-quadrupling and just sitting pretty.

Craps is a pretty easy game to figure out; it ain't rocket science.
Card counting / AP requires effort, memory, skill: craps only requires a pulse and some chips.
